Headline :Games of chance rules to be amended
Text :I missed the meeting to discuss the rules because the bill's author and the committee chairman failed to inform me on the meeting despite my written request to be notified in the event of any meetings, hearing, or actions on this bill.
The rules, from a public accountability point of view suck big time. The bill has a lot of loop holes all designed to siphon money out of the process and guide it into someone's hands. That explains why the mayors fought so hard to control a cash business, even if it is only for 60 days.
The first huge red flag on the new casino rules is the fact that 50% of the proceeds from the gambling licenses is to be deposited into an account for the FIRST GENTLEMAN. Really? Where does the FIRST GENTLEMAN OFFICE appear in the charter of government agencies?...and we’re off to the credibility races!
Nothing in the rules says anything about Rev & Tax running the cash cage where people must buy chips, and cash out chips after gambling. Instead each vendor will maintain a cash flow report using a manual tally sheet. Having gamblers buying chips from vendors and depending on the vendors to accurately report cash transactions for taxing purposes, is just asking for the system to be abused. So much for a reliable check and balance system to make sure all monies are accounted form and all taxes collected.
If it seems that I don't trust the MCOG to accurately account for the money moving through the games; you are right, and I come by these feelings honestly based on their past performance managing (or lack of managing) casino activities in the past.
Only some games will require chips and some games will allow cash. How are the mayor's going to track and account for that siphon...I mean split.
Instead of requiring a Police and Court clearance from everyone associated with the gaming, only five employees will need to be identified to Rev & Tax.
Nothing in the rules requires an audit of the gaming vendors.
So much of having the administration’s and legislature’s efforts to inspire trust.

Headline :Senators to get public input on whether to cancel primary races
Text :Earlier this week, I was joined by Senator Therese Terlaje in introducing Bill 375-35, which proposes to cancel the 2020 Primary Election, and allow all candidates to advance to the General Election in November.
While on one end the measure would save taxpayers over $365,000, the greater concern is the public health pandemic which the island (and the world) is experiencing. The measure would provide GEC the additional time to prepare for the general election while adjusting to the new normals of society. This includes enhancing early voting, possibly setting up voting centers, and assuring that the turnout is high.
We want to hear from you on this issue. There is a public hearing scheduled for this Tuesday, and your input is valuable. Feel free to share your thoughts on Bill 375-35 and you can email them to senatormoylan@guamlegislature.org.
Thank you 🙏🏼
